Discipline, toezicht en straf (selectie - 1997) - Foucault - Artikel
In deze tekst onderzoekt Foucault de veranderingen die het westers strafrechtelijk systeem onderging sinds de middeleeuwen. Zijn belangrijkste conclusie is een verandering in straffen, namelijk van lijfstraffen (straffen van het lichaam) naar morele verbetering (straffen van de geest). Niet de misdaad wordt bestraft, maar de misdadiger wordt onderzocht, wat volgens Foucault leidt tot een ondervraging zonder einde, een onderzoek dat zich voortzet in een minutieuze en ongelimiteerde observatie en een oordeel dat het begin vormt van een nimmer afgesloten dossier.
In Discipline, toezicht en straf probeert Foucault te achterhalen waarom het niet mogelijk is dat men passend op de falende instellingen reageert. Volgens Foucault leveren gevangenissen een bijdrage aan het in stand houden van de sociale structuur van de moderne, kapitalistische samenleving. Vervolgens laat hij zien hoe deze ontwikkeling uiteindelijk leidt tot een minstens even grote onderwerping van het menselijk lichaam, maar dan aan disciplinerende krachten, en veel minder zichtbaar.
Het lichaam wordt een onderworpen, genormaliseerd iets, niemand kan zich aan die onzichtbare macht onttrekken, en het fascinerende is dat mensen zich uit zichzelf aan de standaarden voor normaliteit van de maatschappij gaan aanpassen. Wie dat niet doet, wordt gekwalificeerd als abnormaal, en uit de maatschappij verwijderd en opgesloten, hetzij in gevangenissen hetzij in gestichten.
Maar ook scholen en ziekenhuizen zijn voor Foucault disciplinerende instellingen. Voorts brengt Foucault zijn beroemde (en aan Jeremy Bentham ontleende) metafoor van het panopticum in stelling: een architectonisch ontwerp waarin het toezichthoudend oog vanuit een wachttoren in het midden iedereen in de gaten kan houden, terwijl het zelf onzichtbaar is (vgl. de koepelgevangenissen). Gevolg: niemand weet wanneer hij in de gaten gehouden wordt, en zal zich gedragen alsof hij constant gezien wordt
Handig voor de maatschappij die voor haar voortbestaan afhankelijk is van burgers die zich naar de normen van de maatschappij gedragen. Toezicht en controle wordt dus het machtsinstrument bij uitstek. Het interessante van Foucaults beschrijving van de gevangenis is dat hij aantoont hoe de gevangenis in feite vanaf het begin al voortdurend faalt in haar heropvoedende taak, maar niettemin in stand gehouden wordt, en zelfs gezien wordt als oplossing voor maatschappelijke problemen.
De maatschappij heeft dus de gevangenis nodig om een bepaalde, gecontroleerde vorm van delinquentie in stand te houden, om daartegen 'het normale' af te grenzen.
