Het vraagstuk van illegale ontbossing wordt zelfden als criminologisch thema gezien. Toch zijn er redenen om dit vraagstuk wel als criminologisch te beschouwen. De eerste reden is dat ontbossing illegaal is. Ten tweede vallen er bij ontbossing menselijke slachtoffers. Hun leefgebied, waar ze voor levensonderhoud van afhankelijk zijn, wordt weggenomen. Bosbewoneers verzetten zich daarom vaak tegen ontbossing, wat leidt tot landconflicten, vaak gepaard met geweld. Ten derde leidt ontbossing ook tot veel niet-menselijke slachtoffers. Dit past binnen het groen-criminologisch thema. Ten vierde is ontbossing ook in andere opzichten schadelijk. Het schadebeginsel is een uitgangspunt voor veel groen-criminologen
Het schadebeginsel toegepast op ontbossing
Bij groene criminologie is niet criminaliteit, maar schade het uitgangspunt. Schade aan leefmilieu's, de mensheid en andere dieren. Criminaliteit kan worden gezien als gedrag waarvan de schadelijkheid formeel erkend wordt. Alleen wordt niet elke vorm van schadelijk gedrag erkend als crimineel. Dit zijn voorbeelden van schade ten gevolgen van ontbossing:
Bosbewoners zijn de eerste menselijke slachtoffers van ontbossing. Het aantal kleine samenlevingen, zoals jagers en verzamelaars, neemt snel af. Een andere categorie menselijke slachtoffers zijn natuur-, milieu- en mensenrechtenbeschermers. Zij worden als bedreiging gezien en dit leidt in afgelegen bosgebieden, waar toezicht van de overheid schaars is, regelmatig tot geweld of moord.
Ook vanuit ecologisch oogpunt is ontbossing een ramp. Ontbossing draagt in hoge mate bij aan het uitsterven van soorten. Dit gebeurt op dit moment zo snel, dat van een nieuwe uitstervingsgolf wordt gesproken. Dit heeft ook nadelige gevolgen voor de mensen. Planten en bomen uit tropische bossen vormen een belangrijke bron van medicijnen. Ontbossing leidt tot erosie en veel CO2 uitstoot, meer dan al het vlieg-, weg- en luchtverkeer bij elkaar. Toekomstige generaties kunnen dus ook worden gezien als slachtoffers.
Na deze theorie worden er casussen van ontbossing besproken, de Amazone in Brazilië, Congo, de Indonesische Archipel, Siberië en Swat.
Het artikel is een betoog voor waarom ontbossing een criminologisch thema zou moeten zijn. In de casussen wordt duidelijk dat georganiseerde criminaliteit, organisatiecriminaliteit, criminele netwerken, gouvermentele criminaliteit, corruptie, collusie en staatscriminaliteit ten grondslag liggen aan ontbossing. Een verklaring voor dat er weinig aandacht is voor illegale ontbossing binnen de criminologie is de veelal Westere oriëntatie van criminologie.
