Vanaf begin 2015 hebben gemeenten de verantwoordelijkheid voor de hulp aan jeugdigen en hun opvoeders. Hierbij is het doel om meer nadruk op preventie te leggen. Een ander doel is demedicalisering, dit is het voorkomen van onnodig problematisen en etiketteren van opvoedvragen. Deze doelen worden geoperationaliseerd door het programma Allemaal Opvoeders (AlOp).
